VA Construction Loan

In 2018 I had a major health crisis and almost didn't survive the year. I spent about 6 month on a feeding tube and vividly remember the Doctors telling my wife the odds were not good. By the Grace of God I am still here, but there are some lingering effects. My wife and I have been blessed with our first child and are quickly out growing our rental. I Work from home and am service connected. We have amazing credit and a small amount of money put aside. We started exploring housing and found that the VA Loan will work building a 4plex. This would allow us to live in one an rent out the other 3 in case, God forbid, something else happens and I can't work anymore. I located some land and found a potential builder. Checked with the city on Zoning and started my search for a lender. The problem is I am having a lot of difficulty finding any lenders who will work with me. Does anyone know of anyone who would work with a Veteran on a Project like this?

I have explored purchasing and there not really anything in the area that is not cost prohibitive or in a safe area.
