Should I sell and make 15$ or keep as a rental, while moving?

My brother had a chance to sell his first house and only make 15,000. He’s moving from Virginia to Texas and is curious about what his options are. I told him he could take that money and invest with me on fixing and flipping properties in Washington state or keep it as a rental and I can help him manage the property across the country. What would you think would be the better option for a first time seller?
