BRRRR strategy in south Louisiana using cash out refinance?

Just getting started trying to utilize the BRRRR method in south Louisiana. The up front purchase of the home is basically ready to go, but I'm concerned during the COVID times that finding a lender that will allow as a cash out refinance on a rental property will be hard to secure. Has anyone else seen this problem arise during the refinance portion of this strategy?
