Manufactured Homes for my first Project

I have my eye on 1.5-acre lot with amazing potential for my first project. I see it as a great opportunity to place 4 manufactured homes. I understand that there are many steps in this process but I would love to know who can I talk to about rezoning the land. It seems to be zoned M1 which is industrial but what would also be the correct zoning for the type of project I want? Any ideas?
