403 Retirement Distribution REI

403 is allowing through CARES Act:

loan up to $100k payable over 3 years with no tax penalty. getting 1% over prime.

delay on loan payments for up to 12 months.  interest accrues during this time and loan will be re-amortized to reflect such (offer good until 12/31). this applies to any existing loans as well as new.

worth taking the loan for REI...Thoughts?

i know there is a hit for taking out during a downtime in the market so looking at about 6.5% down on the year to date.  overall though 5+ years still a decent return in positive territory.
