Legal action for a newly purchased property

Hi I just purchased a property about a month ago newly remodeled and now I have water coming from outside into the garden apartment through base boards and it looked like they put tar down outside along wall to try and stop leaks but didn’t do a good job so now water is seeping in at first it was a little but since it’s been raining all day it’s becoming more and more flooded I don’t know what to do I tried calling my lawyer but I’m getting no answer was just needing some advice on what to do I’m so upset right now

 Buying a house is like buying a used car . Unless you got a warranty , you got an as is . By the time you pay a lawyer and it gets to a court in about a year , you are better off just fixing the problem .
