R1 Zoned, Kern County CA

Looking to create an "in-law suite" within a 2k sqft home in Bakersfield. The home is R1 zoned but there would be zero additions made to the home simply adding a kitchenette to an existing room and blocking off a hallway to the remainder of the home. The in-law suite/apt would have its own entrance and would be fire safe with multiple windows. Does this impose on R1 zoning? Also if ever one "side" of the home was rented does that inflict with R1 zoning as well?
