Can foreign citizens take cache out from properties?

I have partners, they are foreign citizens. They have properties in US bought with cache. We are planning to scale the operation. For this we need to be able to use leverage, by taking money from current properties. The question I have, are foreign citizens allowed to get mortgages in US?
