Wholesalers help PLEASE!! Need advice on steps to a wholesale!PLZ

Hi!

Hop this finds you all really well! And that you are taking great care of yourselves & your family. I really need help!!!

I am looking to do some #wholesaling while the market is where its at. I am hoping someone could clear me up on a few things as this is my first time and I want to do the best I can. 

1. What are the state dept. that I can reach out to find the foreclosure listing? For example lets say NY, would that be the DOF or other entities?

2. You have an interested cash buyer for a property in foreclosure but the owner is non-responsive.  Any comments on still going after the prop?

3. what are some things I should look for when I do find a listing like the taxes should that be my concern or is that the buyers problem?
