What constitutes an ADU

I invested in a great house in Portland with a couple friends. We did a bunch of upgrades to the basement turning it into living space. No kitchen but there is a small sink and we have a nice two burner cooktop a toaster over. And a microwave.  We then rented it out to a company that in turn sublet the main house for below market rent and then rents out the basement on Airbnb.  It has its own entrance.  The only shared thing other than utilities is the laundry is in the basement. (Although the plumber said we could easily put one in the garage in the future if we wanted.   Anyway my question is can we rent out the basement to someone as a separate unit from the upstairs without it being a kitchen?  We did everything by the book. All permitted and egress windows.

Hi @Jennifer Barr, Portland has higher restrictions on ADUs then other parts of Oregon.  For PDX you need to live on the property for 9 months of the year and it needs to have a permitted bedroom with access to a bathroom.  The fact that it doesn't have a full kitchen shouldn't be an issue.  The cooktop, microwave and toaster should be enough.   Let me know if you have any other questions.
