Tax lien/deed investing

I purchased another tax lien at the beginning of Feb. I really need to buckle down and start taking this more seriously so I’m going to go to the library and get some tax lien books. I really would like to make it a rental until or if the owner redeems. What are the correct steps to take to make it into a rental. It does seem to be a abandoned and no one has contacted me yet. I’ve been told to go in and start doing repairs ASAP. I’m skeptical because I don’t want to get in any trouble or get sued. I’ve also been told to go put up no trespassing signs. Any advice is appreciated. I’m in Bham Al.
