Does mailing campaign for property out of state investment work?

Hi everyone! I am a newb investor from New York and trying to invest in Texas property remotely. I got my pre-approval and I have been working with an agent in Texas. I have been actively making offers but it seems I get outbid even if I offer the market price. If I go any higher then the market price, the numbers would not work to cashflow. I tried to research ways to look for deals as well since I cannot drive for a dollar the next best thing would be a mailing campaign. I would like to target multifamily in the Houston area but I am not sure how I can limit to property that I want since I won't be driving around to find properties. Please let me know if is any experience out of state investors can point me in the right direction for anyways to look for deals and share your knowledge with me? Thank you.
