Criteria For Identifying Good Rental Market

I've seen a couple of posts where people are asking what markets are best for rentals. I'd like to take a step back and better understand what criteria is used to evaluate a particular market and learn about the thought process that goes into deciding to enter a market.

I'm in the San Francisco Bay Area and likely looking out of state given the conditions in California.
