Negotiating My First Deal With Family

So I'm in the process of buying my uncle's house. It needs a ton of work, my worthless mother has been staying in that house doing drugs and not paying rent and devaluing the property for several years now... He's an enabler and don't have the financial resources to renovate or the the guts to evict my mother.. so this property has been costing him $ for years now.. I however wouldn't have that problem and would happily serve my mother eviction papers the day the deal closes I offered him $20,000 cash for the house.. He gave me a verbal agreement, and even said he'd be happy to help me with it.. Well now that I've had a purchase, and sale agreement written up he's been dragging his feet and ignoring my calls since the beginning of the new year when he said he was going to sign the papers.. What approach should I take to getting him out of fear?
