Need to start in rental property but not so sure about my timing?

I need suggestions, opinions whatever you have to offer.

I will be heading back to CONUS and retiring and will be receiving retirement pay. I have some MF taxable accounts that planning to invest in Rental property as a down payment.

I have my primary home being rented right now and still have 10 yrs left in mortgage (15 yr term). Im not planning to go back to work right away but will eventually do so before the end of the year. My DTI will be high once I retire.

Questions:

It is doable or I have to wait until I have another income.

Do I have to refinance my mortgage to lower my mortgage payment?

I feel like in between careers will be perfect so I can visit the place I will be investing in...
