Determining if a market is right

After determining the RTV/ comps , the location is good, what is the active listings to closed ratio I should look for?  An investor friend mentioned that an area I was interested had too many listings and not enough recent closed for his taste.  I did not have an opportunity to inquire further, so thought I would see what the BP community has to say.
