First time Hard Money for long distance.

I'm trying to better understand hard money lending. I reside in California but am currently investing in Pittsburgh, PA. I have one property already which I have financed conventionally that I plan to BRRRR once 6 months seasoning is complete. I'm looking at hard money lending as another vehicle to get started sooner. My first question is does your hard money lender need to be in the same market or state as your investment or can you secure a hard money loan anywhere to invest anywhere? Basically wondering if I need to be looking in Pittsburgh or if I can look locally here in Cali for a Pittsburgh investment? Also, for those with experience what is a good rate on a hard money loan?
