Buying Tax Liens in NJ

Never done tax liens before. I'm interested in doing one on a targeted property. This property has a lien on it placed by the HOA for not paying several HOA dues. I had a few questions.

1.) How can I find out if there are any other liens on the property beside the HOA lien?

2.) How can I find out when it goes on auction? I currently don't see it on the city website. 

3.) When I buy the lien certificate,  and after the 2 years expires, I can foreclose and evict. Is there anything else in between or is that it? 

4.) What happens to the mortgage on that property? Do I have to start paying that mortgage at the interest rate and monthly payment the previous owner has it for? Or do I have to pay the entire amount?
