LA living, looking for value add Jersey neighborhoods

Hi all, I'm living in LA but will be using a VA loan to purchase a live-in 3-4 unit in jersey. Any recommendations on c+/b- value add neighborhoods?

Will live in for a bit, rehab, and refinance into conventional loan.
