When to send tenant Estoppel agreement?

Hi everyone,

I recently when under contract with my first rental property, which currently has a tenant in one of the units.  When is an appropriate time to have the tenant complete the estoppel agreement?  Also, should I go to the realtor, the owner, or the tenant themselves to have this form completed?
