while on disability/workers comp, using 401k for real-estate

I'm currently on workers comp/disability since Jan 2019, and not sure at this point when I'm returning to work - Been with my company for 18 years, and was planning on returning - I've been able to stay afloat but funds are running low - I'm looking to start flipping and wanted to know the most cost efficient way to use 401 with the least amount of penalties - if not for flipping, at least to cover expenses - is this a wise option? TIA
