Off Market House Looking for help on how to close deal

Hello all and thanks in advance. So a few questions about off market houses. New to this.

1. If I find a house that's vacant which ways can I try to contact/find owner?

2. If I find a motivated seller that needs to sell how would I propose closing the deal in a hurry in this situation?  I don't have all cash but can easily get mortgage.
