Preforeclosure/ Auctioning Process/ Notice of Sale

Hey Fellow BiggerPockets Family!

I am doing some extensive research on properties that are in Pre-foreclosure and I have come across several " Notices of Sale" in my states public records. If the property is due to be auctioned in the next say 3-4 weeks, which I have found to be the case in this notice. Can I still try to make an offer to the owner before it makes it to auction? Or do I have to deal with the lender at this point??? I guess what I am asking , has the property been foreclosed once a Notice of sale is sent out?
