Distressed property, banks and cashout refi

As a cash investor, some property can be bought in which the banks wouldn't otherwise have approved a loan for.

If these properties are bought up and rehabbed is there a way to guarantee a bank will be able to cashout refi?

Are early loan denials usually linked to specific features like roof, flooring and bathroom versus overall property quality and bank risk aversion?
