Is This A Good Wholesale deal?

I found a property using Deal Machine. The owner paid $6,000 for the property, and the ARV is $25,000. The owner owes $1500 in taxes. The house is gutted, and at $35/ sq foot for 900 sq feet of renovations. I would like to offer the owner $3,000 to walk away from their headache, and flip the contract to a buy and holder, but I am wondering if the house is a good deal for a cash investor. What do you all think?
