Mailing lists - which is best

I am going to start mailing out letters of my interest to buy to a list, but I'm not sure how to determine the best type of list to mail to. I am leaning towards absentee owners, but I don't know if this makes sense. I am new to this, so which list to use is not intuitive yet.
