FINAL Word on Whether Co-Hosting and Property Management Is Same?

I am thinking about starting a small service for 'Co Hosting' airbnb and vrbo short term rental properties here in San Luis Obispo County.  I have read everything I could get my hands on in this subject, but get two conflicting arguments.

1.  A Co-Host is a Property Manager and will need a real estate license regardless of whether or not the property is a vacation rental and/or short term rental.

2.  A Co-Host is NOT a Property Manager and will NOT need a real estate license because the property is rented for less than 30 days and considered a short term rental.

Which one is right?

If I don't really need a real estate license to create this service, can I advertise this service via website. I obviously would get a business license and liability insurance, basically everything it takes to start a business within my county.
