Finding a new Plumber after bad one -- new flipper

I have a flip in the Atlanta area and hired a plumbing company to replumb entire house. When i later asked them for a copy of the permit, they had not pulled one and won't finish the work. I have had 2 additional plumbers look at the work and don't want to take on the re-work. How do i go about getting this resolved? The plumbing company that did the initial work now says they divested their residential side and won't come back and fix it. I need to get this done and on the market.
