When should the deal come first?

I'm new, hello! Thanks in advance for any help :)

If I don't have an established team yet, should I try to get that team by bringing them an attractive deal? Or should I get the team first to help me find the deal? Other paths to take?

I've been looking through the forums and podcasts and I'm having trouble understanding if there's a right or wrong way to do this. My guess is that 'it depends,' so I figured a forum with different perspectives and scenarios would help out my fellow Newbies and I.
