What's first - securing funding or locating a deal?

I am starting to have discussions with professionals to decide about my first investment, and I have a question following these talks: some told me that before I even start looking for deals it's critical that I talk to lenders to udnerstand what amount I have, and then that would guide me as to which deal to go for. On the other hand, I see a lot of discussions here suggesting that if you find a deal - lenders will "run" towards you to lend you money for the deal.

From your experience, what makes more sense? Also, bear in mind I am an international investor so my situation is a bit more complex.
