Is it even possible to get financing (duplex) for under $75,000?

First time invester. Found a duplex for $69,000 (owner passed away) Long-term tennants. We have good credit, and good down payment, and every place I contact will not touch anything under $150,000. They say we don't meet the federal threshold of costs? Am I looking at the wrong lenders. I've tried dozens of both conventional and personal. Any suggestions greatly appreciated. Located in mid Michigan.
