Contacting an out-of-state owner of an abandoned/vacant home.

So I am new to Investing.

I recently came across an abandoned/vacant single family home.

Im totally interested in flipping it, maybe as a live in flip.

The owner of the property lives out-of-state. I cannot find her phone number for the life of me.

I have gone to the town hall and pulled the information on the home which gave me her current home address.

Would it be wise to write to her to get the 411 on the property?
