4 units build costs in low income areas of Santa Barbara county

I need help! I have invested quite a bit of money on getting plans made for 4 unit townhouses approx 1500 sq ft. Now that it's time to build the costs are quite high. Since this is my first time building from the ground up I need to know what sort of proposal I should receive from the builder. A builder I have been working with only provided a very basic proposal. I would like to see what each costs breaks down to. Is this a normal thing to ask for? How can I compare what is reasonable cost to build the 4 units?
