please give me an explanation as to how this home sold for $65k

I stumbled on this and I was a bit aghast. The home in the above link sold for $65k, 175 days ago, and I am just simply asking how it was bought so cheaply? Is Lima a nice city? no. In fact, in all of Lima, this road or area of houses is about the only one I can recall having some admiration for. The median neighborhood price is much higher. It says it was renovated in 1996 and there is no central air. Just to be enlightened, I am asking as to how this could sell for $65k?
