Buying a Property from a deceased seller and a burnt home

Hello BP forums,

I am a young investor at the age of 23 and im looking to buy two properties located in NY near where my Grandfather owns his house. 

One property looks to be abandon but still has people living inside and looks as if no one does regular maintenance on the building. I did research on the owner of the house to find out that she passed away two years ago. How do i handle purchasing the property from who ever owns the deed to the house?

The second property is a house that has recently has dealt with a in house fire. A few months ago the neighborhood was surrounded with fire trucks to deal with a small fire not enough to cause significant damage to the connecting house. I also have the name of the owner of that house but when i emailed her i got no response. The windows are bordered up and sometimes i see construction workers go in and out but not enough to the point where its is going to livable in the next 6 months. Do you think it is a good investment and how would i also purchase this property?
