Purchasing Two Properties

Greetings Everyone,

I'm brand new to the site and joined because an interesting situation has arisen in my home search in the upstate NY area. I am thinking to buy a small home and the home next door is in disrepair. In speaking with one of the neighbors I learned that the owner is in an adult facility and not expected to return. 

I would like to approach the owner to see if he would be willing to sell to me but not sure how to go about approaching the owner or obtaining the financing to buy 2 homes. The neighbors home would probably qualify for a FHA 201k. I am pre approved for the first home purchase with a conventional loan.
