Deal under contract or contractor bid..which comes first?

Hello All & apologies for the overly simple question but which comes first when considering a purchase of a property in need of rehab - Getting a property under contract (submit an offer) or obtaining a bid from a contractor for the rehab?

The reason I ask is because I assume we need a relatively accurate estimate to calculate the total cost to bring a property to a marketable condition which also translates to the offer price.
