Reading Tax Delinquency Document

I recently bought a tax delinquency list from the Sacramento county office, and they downloaded the file onto my flash drive. I can see names and addresses for the most part, but everything is crammed onto a text document. How do I go about seeing how many years someone is a tax delinquent? I'm looking to target 2+ years, but I'm not too sure how to even check this.
