Owner out of country

Hey BP community - newbie here.  In driving neighborhoods, I noticed a place that looks vacant.  In doing a little research, I've located the owner in another country.  Property taxes are unpaid for multiple years with additional weed 'special assessments' outstanding.  It appears there is litigation between owner and individual 'property manager' who it seems has totally neglected the property.  What would your next move here be given these facts?
