FHA property with tenants (how to evict the tenant)

I am currently purchasing a duplex as a primary mortgage. According to this I will need to occupy one of the two units. Currently both units have tenants that are on a month to month basis. Can I ask the seller to give 30 day notice to one of the units? That way by the time of closing, I can move into one. Also how do I vet the other tenant who will be living in the other unit? Can I raise there rents on a month to month basis?
