BRRRR Investing in Madison, WI

I am new to real estate investing and have been drawn to the idea of the BRRRR strategy. I live in LA where real estate is just too expensive, so I will be looking out of state. I have been researching Madison, WI because I have a friend who lives there who can advise on the neighborhoods. I am curious how many of you out of state investors only invest in areas that you know well? Or how do you find contacts in other neighborhoods that seem like a good place to invest?
