San Jose (Santa Clara County) rental property question

So I'm starting my rental investment by holding on to our existing property in San Jose, CA after moving out. I was just told that to convert my property from my primary residence to an investment property, I need to notify the county, but I have no idea why or what department. Any one on here with experience with this or a pointer of who I should contact?
