Max VA Loan Limit Clarification for Multi-Family Homes in WA

I'd like to purchase a duplex or 4-plex in my area using my VA loan. I recently watched a YouTube video stating that one could potentially get into a 4-plex on close to a Million Dollars in San Diego with no money down.

Now I don't live in San Diego. I'm in WA State. I've tried looking this up in the VA loan documentation to see what the limits are in my area, (98607) however I can't get clarification if the information from the video is correct. Are the VA limits the same as the FHA loan limits?

The verbiage I did understand was that I could use my job income, along with 80% of the proposed income from the rental units on the property being purchased as long as you have 2 years of rental/landlord experience (which I have) to qualify for one of these larger loans. Can anyone help verify this information for me?

Thanks in advance for your time. This could potentially be a life-changing deal for me, and I'm trying not to mess it up.
