Is my offer a low ball offer ? 1st time investor

Hello I’m new and I been looking for a property. Planning to use a fha loan and live in one side. So anyways I found a 4 unit that was listed for 199000. Setting aside 500 for property management and repair fees I came up with a offer of 135000 that will let me cash flow 400. Is this a low ball offer or is it reasonable ?
