California multi family investor

Hi! I’m relatively new to Biggerpockets but would like to invest in Los Angeles area multi family properties (I currently have an investment property in another state but would like to have one in CA). Right now I am focused on 4 units and above. I have been trying to buy for some time but keep getting beat out by all cash offers. I am looking to build and expand my network (and would appreciate any tips/advice).
