FHH NOO Investment

I am looking at a deal for a 2 family house in which i would be putting $1,000 in my pocket monthly after all expenses and would be putting little down. The only problem is i would need to use an FHA loan, however i have no intention to occupy the home. Does FHA offer any NOO loans? If not what is the chances of getting caught for mortgage fraud. Is there any way to go "under the radar". I do want to do things the wrong way but this is an awesome opportunity if i can make this work. Thank you
