Best state to start a small commercial real estate company

Me and my wife are working on starting our own real estate company primarily consisting of owning apartment buildings and other residential rentals, but we live in Nebraska and know that this is not a good state to start our business in. We are looking for recommendations for what are some of the best states to start this type of business in,the as we are wanting to relocate to a different state to start our business.
