no building work permit

Hello everyone, Yves here a newbie from Canada Winnipeg.

Just wanna seek some advice, I want to buy a Single-family property with 15 bedrooms but the problem was they did not have

a building work permit for the renovation. Is it worth buying? and can I apply for a work permit on it even though it was renovated?
