Which state for an LLC?

Hi everyone, I had a question about LLC’s. Do those of you who have LLC’s for your properties form the LLC in your own state? I had a friend tell me he formed his in a different state because they had more lenient laws and regulations. How true is this? And what would be the best States? It sounds like it would just be a hassle but is it worth it? Just for info I live in Pennsylvania. Thanks to everyone in advance.
