Is it legal to turn study/library rooms to a bedroom?

Is it legal to turn study/library rooms to a bedroom? Is it legal to turn any room greater than 10x10 into a bedroom? I see many 2 bed/2 bath for sale that have an additional over 10x10 "study room" or "den". Is it legal to turn these into a bedroom to rent out to tenants or when selling? I don't get why sellers don't do this before selling to get a higher price?
